§ Mr. DalyellTo ask the Prime Minister whether, in the light of paragraph 13 of the guidance on conventions on Government publicity issued by the Cabinet Office, advice on the propriety of methods of releasing official information by officials will be sought from the Cabinet Office prior or subsequently to the receipt of ministerial sanction for express approval for the release of such information.
