§ Mr. WaldegraveWe have repeatedly underlined our concern at the so-called "poor relatives clause" in the existing Soviet rules covering emigration. We have pressed the Soviet authorities to ensure that no provision of this sort is included in the new emigration law, which we understand is in preparation.
