To ask the Secretary of State for the Environment (1) what is the average water rate and sewage charge made in England and Wales in 1989–90;

(2) what is the average water rate and sewage charge made to people on income support in England and Wales for 1989–90.

The average domestic bill for water authority customers in England and Wales in 1989–90 is £2.29 per week. Information is not separately available for customers on income support.
