§ Mr. Peter LloydAll community chargepayers on low income, including those who are disabled, will be helped through the community charge rebate scheme which provides rebates of up to 80 per cent. of liability. The special element built into income-related benefit levels will provide help with the 20 per cent. of liability that all chargepayers will have to make from their own resources.
