To ask the Secretary of State for Transport if he will introduce new statutory standards based on the mass of emissions from commercial vehicles and backed by regular roadside checks.

We shall consult interested parties shortly on draft regulations to introduce the limits on the mass of gaseous emissions as set by Community directive 88/77/EEC. The Commission is expected to propose a second stage of limits later this year, which will also include a mass emission limit for particulates.

The Department has over the past two years substantially increased its programme of roadside checks on the condition of heavy goods vehicles. This includes a check on smoke emissions. We are considering how future emission standards might most effectively be enforced.
