To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the 82 states which voted for the adoption of the 1978 Vienna convention on succession of states in respect of treaties; and if he will indicate which of those countries have moved to ratification.

According to the official records of the conference, the Vienna convention on succession of states in respect of treaties was adopted on 22 August 1978 by 76 votes in favour (including the United Kingdom) to none against with four abstentions. Subsequently two of those countries which had abstained informed the UN Secretariat that they had received authorisation to support the convention. This was not a roll call vote and the records do not list who among the 94 participating countries voted in favour.

As at 31 December 1988 the following countries had ratified the convention: Dominica, Egypt, Ethiopia, Iraq, Morocco, Seychelles, Tunisia and Yugoslavia.
