HL Deb 07 June 1989 vol 508 cc929-30WA
Lord Kilmarnock

asked Her Majesty's Government:

Whether they have received a copy of the report commissioned by the National AIDS Trust, Housing is an AIDS issue, and any other representations concerning the housing needs of people with HIV infection and AIDS, and whether they will make a statement on how they intend to respond to these needs.

When they propose to issue guidance to local authorities on how best to respond to the housing needs of people with HIV infection and AIDS.

The Minister of State, Department of the Environment (The Earl of Caithness)

My right honourable friends the Secretary of State for the Environment and the Secretary of State for Health are together considering the housing implications of AIDS/HIV infection, taking account of the reportHousing is an AIDS issue and other information. Announcements will be made in due course and guidance issued to local authorities, if appropriate.

Lord Kilmarnock

asked Her Majesty's Government:

Whether they intend to meet the representatives of the building societies and other mortgage lending institutions to discuss how best to ensure that people with HIV infection and AIDS are not needlessly prevented from obtaining or retaining owner-occupied accommodation suitable to their needs.

The Earl of Caithness

Those with HIV infection or AIDS should not face any particular difficulty in obtaining a traditional repayment mortgage. If the noble Lord has evidence that people in those categories are being needlessly prevented from obtaining or retaining suitable owner-occupied accommodation, I hope he will send it to me.

Lord Kilmarnock

asked Her Majesty's Government:

What proportion of the Housing Corporation's annual budget has been allocated m each of the past two years and how much will be allocated in the current year towards housing designed to meet the needs of people with HIV infection and AIDS, and how many homes have been and will be produced by housing associations to meet these needs.

The Earl of Caithness

This information is not held centrally. The distribution of public funds to housing associations is largely a matter for the Housing Corporation to determine within the broad policy framework established annually in discussion with my right honourable friend the Secretary of State for the Environment. I have therefore asked the Housing Corporation to respond to the noble Lord direct.
