To ask the Secretary of State for Scotland if he will list the regulations covering severe weather cash aid to local authorities.

Mr. Rifkind

Special financial assistance to local authorities has been offered on an extra-statutory basis with the approval of the Treasury. Any payments due once claims have been assessed will be presented for the approval of Parliament in the form of a supplementary estimate in due course. The terms of the assistance made available were sent to every local authority in a Scottish Office circular (Finance Circular No. 6/89) dated 28 April 1989.
