§ Mr. NeubertThe NATO proposals tabled in Vienna were undepinned by studies which showed that they124W provided sufficient forces to maintain the forward defence of western Europe. The studies indicated that further significant reductions in tanks, artillery, etc., could have serious implications for NATO's ability to maintain forward defence, as it is currently understood.
