To ask the Secretary of State for Transport if he will make it his policy at the next Council of European Transport Ministers to take steps to initiate a research programme to combat the effects on greenhouse global warming from the transport sector in the European Economic Community.

Mr. Atkins

Following the June Council of Environment Ministers, the European Commission is already committed to looking into methods of controlling carbon dioxide emissions from vehicles. There is also a wider intergovernmental panel on climatic change which is examining the greenhouse effect in a more global context.

Mr. Flynn

To ask the Secretary of State for Transport if he will make it his policy to evaluate the recommendation made in the sixth report of the Energy Select Committee that a full study be made of the implications for the greenhouse effect of the present transport modes, and of increased road use by the year 2000.

Mr. Atkins

The Government will give a full response to the Select Committee's recommendations in due course.
