Mr. Tom Clarke

To ask the Secretary of State for Scotland (1) how he proposes to take account of any increase in the need for community care services;

(2) how the care element to be allocated to local authorities will be identified in the rate support grant settlement in the initial and subsequent years;

(3) if he will make it his policy to follow Sir Roy Griffiths' proposal to provide resources to match the needs identified in local plans;

(4) what capacity there will be to enable local authorities to expand community care; and where this capacity will come from;

(5) what form of consultation or negotiation he intends to establish with the Convention of Scottish Local Authorities on community care matters;

(6) what role he sees for local authorities in the longer term as a direct provider of community care services:
