§ Mr. Peter LloydCircular instruction 12/1989 (a copy of which is in the Library) advised governors in March this year that regional directors would be consulting and issuing guidance on the action which should be taken to prevent the display of offensive material in public and shared areas of prisons. This work is being carried forward, but information is not available centrally on the present position in individual establishments.
