§ Mr. Peter MorrisonWhen the Energy Efficiency Office was established in 1983, we believed that the nation could improve its energy efficiency by 20 per cent. leading to savings of £7 billion in our annual energy bill. At our last calculation in December 1987, the UK had so improved its energy efficiency as to be saving some £2.3 billion per year at 1983 prices. At this rate, the £7 billion or 20 per cent. saving is likely to be achieved by 1995.
