To ask the Secretary of State for the Environment (1) whether he will extend entitlement to farm loss payments to those displaced from only part of a holding; and whether he proposes to give effect to the proposals relating to farm loss payments in the Green Paper, "Land Compensation and Compulsory Purchase Legislation", dated March 1989;

(2) whether he will introduce an additional allowance payable when land is compulsorily purchased to compensate for the factor of compulsion, as proposed by the Royal Institution of Chartered Surveyors;

(3) whether he will introduce legislation in the next parliamentary Session to simplify and strengthen the compensation code for compulsory acquisition.

We are at present considering the responses to the consultation paper on land compensation and compulsory purchase legislation dated 7 March 1987 with a view to introducing legislation as soon as the parliamentary timetable permits. In this context we are also considering the recommendations in the Royal Institution of Chartered Surveyors' memorandum on compensation for compulsory acquisition, including its proposal for an additional allowance to compensate for the factor of compulsion.
