asked Her Majesty's Government:
When, if present car-use trends in London continue, traffic will move at less than walking pace (3 miles per hour) for more than one hour per day, in Central London, and come to a complete halt.

§ Viscount Davidson
Her Majesty's Government do not accept the premise on which the Question is based. Traffic speeds in London are now only about one mph lower than 20 years ago.
Government policy is to keep London's traffic moving by improving both public transport services and the road system and its management. Current levels of investment in roads and public transport in London are the highest ever.
