HC Deb 27 July 1989 vol 157 c820W
Mr. Haynes

To ask the Chancellor of the Duchy of Lancaster if he will make it his policy to seek immediately a change in the European Community's application of the anti-dumping rules so that given a prima facie case of dumping a provisional duty could be introduced, with the required onus of proof, thereafter, being placed on the supplying country.

Mr. Redwood

The GATT anti-dumping code to which the EC is a party permits provisional anti-dumping duties only when a preliminary finding of dumping has been made and there is sufficient evidence of injury. However, the provisions of the code are under review in the current Uruguay round negotiations.
