§ Mr. Mellor[holding answer 25 July 1989]: It remains the Government's intention to introduce new arrangements whereby health authorities would take financial responsibility for the negligent acts of their medical and 745W dental staff in the course of their NHS employment. However this is subject to a satisfactory resolution of the outstanding issues, including the financial arrangements and the handling and financing of existing liabilities. If this can be achieved, it is proposed that the scheme should come into operation on 1 January 1990.
