To ask the Secretary of State for the Environment what have been the housing investment programme allocations in each of the last 12 years for(a) Basildon, (b) Cambridge, (c) Chelmsford, (d) Ipswich, (e) Luton, (f) Norwich, (g) Peterborough and (h) Stevenage.

[holding answer 19 July 1989]: The information requested is listed in the table. Since 1981–82 local authorities have been able to supplement their allocations by expenditure financed from capital receipts. Nationally, two thirds of local authorities' spending power on housing in 1989–90 is expected to come from capital receipts.
