§ Mr. Peter WalkerSubject to the enactment of the Local Government and Housing Bill, capital allocations for 1990–91 will be replaced by credit approvals and capital grant. On present plans, I expect to notify individual local authorities of their share of resources shortly after the publication of the 1989 autumn statement. Resources are not generally hypothecated. It is for individual authorities to decide the balance between home improvement grant and their other spending.
