§ Mr. Newton[holding answer 17 July 1989]: We will be considering how to mark the occasion in due course. My Department's "Europe Open For Business" campaign is already alerting the business community to the opportunities and challenges the single market will bring, recognising that many of the measures to complete the single market will of course have been implemented well before 1 January 1993.
