§ 60. Mr. SpellerTo ask the Secretary of State for the Environment if he will seek powers to compel district councils to arrange to round up stray dogs, to advertise for their owners and, after a limited time, either offer those dogs to good homes or arrange for the unclaimed dogs to be put down.
