To ask the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government's plan to respond to the proposal made by the Soviet Union on 24 June that a global moratorium be implemented on the testing of nuclear weapons.

No. The Soviet proposal is not a new one. A moratorium would not be compatible with our policy on the testing of nuclear weapons which was set out by the then Minister of State, my hon. and learned Friend the Member for Putney (Mr. Mellor), in answer to a question on 27 June 1988.
