To ask the Secretary of State for Defence if he has received any recent evidence to suggest that the Warsaw pact forces are adopting a defensive rather than an offensive strategy.

The military reductions and restructuring of forces along defensive lines recently announced by Warsaw pact states have, of course, only just begun to be implemented. They are due to be completed by the end of 1990. Although they will to some extent reduce Warsaw pact offensive capability, we will not be able to judge their full impact until then. However, in terms of fielded capability, the Warsaw pact would still possess a significant advantage over NATO in all the systems needed to conduct conventional operations deep into an enemy's territory.
