To ask the Secretary of State for Transport if he will introduce legislation to make British Rail financially accountable to its customers for failed or inadequate services.

Mr. Portillo

British Rail's conditions of carriage already allow for refunds to be considered in cases where timetabled connections cannot be made or where services have been altered, withdrawn or suspended for any reason.

I have no present plans for legislation.
