To ask the Secretary of State for the Environment if, pursuant to the reply to the right hon. Member for Manchester, Wythenshawe, on 14 June,Official Report, column 436, he will list the factors which have caused the proportion of expenditure on employment rehabilitation centres reimbursed by the European social fund to fall from 42 per cent. in 1985 to 13 per cent in 1988; and if he will make a statement.

[holding answer 3 July 1989]: The main factors underlying this reduction have been a growth in the total volume of claims on the fund by all member states, resulting in the progressive scaling down of the proportion of successful United Kingdom claims, and changes in the eligibility rules.
