To ask the Secretary of State for the Home Department on what basis boroughs were chosen to be, or excluded from being, targeted in the campaign on racial harassment launched in February.

The Metropolitan police's campaign to tackle racial harassment launched in February 1989 was the third part of an initiative which had started with pilots in Newham, Tower Hamlets and Redbridge in the two preceding years. I understand from the commissioner that in the 1989 campaign, 19 London boroughs were targeted; and that they were chosen on the basis of the perceived need for a campaign in the area.
