§ Mrs. RumboldDevelopments in the London docklands are increasing the demand for primary school places. The provision of those places is a matter for the London borough of Newham, the Inner London education authority and, from 1 April 1990, the boroughs of Southwark and Tower Hamlets. My right hon. Friend, in determining annual capital guidelines, will continue to give a high priority to plans for additional school places from these and other local education authorities.
