§ Mr. Chris PattenThe Government have proposed a simple framework or umbrella convention setting out 3W general principles for good practice in matters affecting the world's climate. The implications for our aid work would be to enhance the priority given in developing countries to programmes aimed at improving energy efficiency and at forestry. We are already using aid funds in these areas and are seeking to identify further projects which we might be able to support. It is too early to say how any specific protocol subsequently negotiated under the convention would affect aid policy.
