asked Her Majesty's Government:

Whether they are committed to including 25 per cent. of low-cost homes on all major housing sites in and near Greater London during the next 12 years; and if not, what are their reasons for not accepting the united advice of the London Planning Advisory Committee, the London Housing Associations Committee and the Campaign for Homes in Central London.

It is unlikely that restrictions on housing development of the kind proposed would be enforceable through planning controls. The Government are, however, taking a range of initiatives in the housing policy field to increase the supply of low-cost housing.
