§ Mr. Peter BottomleyThe Use of Invalid Carriages on Highways Regulations 1988 (SI 1988/2268) came into force yesterday. These regulations allow for the introduction of the type of vehicle my hon. Friend describes, that is, an "invalid carriage" (powered outdoor vehicle for a disabled person) able to travel at a speed of up to 8 mph on the carriageway with the restriction remaining at 4 mph on the footway.
