§ Mr. CohenTo ask the Secretary of State for the Home Department what guidance is issued to the Metropolitan police as to the circumstances in which it is appropriate(a) to tow away illegally parked vehicles, (b) to clamp illegally parked vehicles and (c) to issue a fixed penalty notice for an illegally parked vehicle.
§ Mr. Douglas HoggI understand from the Commissioner that all police officers and traffic wardens are trained in the enforcement of parking restrictions. Those police officers deployed on wheel-clamping and vehicle removal duties receive further training specifically related to those tasks, and operate under written instructions from senior officers.
