To ask the Secretary of State for Scotland whether health boards have discretion to take into account factors other than the highest offer when deciding on disposal of heritable property.

Where surplus Health Service land is offered for sale, the sellers are not bound to accept the highest, or any, offer. All offers received are considered in their entirety, taking into account not only their monetary value but any conditions and any other relevant information. The decision on which offer is the best is made in the light of expert professional advice from the district valuer and the selling agent.
