§ Mrs. ChalkerSpanish objectives for achievement during their presidency were identified in the programme speech given by the Spanish Foreign Minister to the European Parliament on 17 January. They included further progress to complete the single market, social area, monetary co-operation, research and development, the environment, and the Community's external relations.
