§ Mr. Chris PattenIn terms of the standard economic categories used for the analysis of public expenditure, the estimated outturn of £1,277 million in 1987–88 comprised £1,070 million of grants; £165 million of net lending and investment abroad and to the Commonwealth Development Corporation (including drawings from United Kingdom contributions to international lending organisations); and £42 million of other expenditure (mainly Overseas Development Administration running costs and associated capital items).
Nearly all our bilateral aid is provided as grants; gross expenditure from existing bilateral aid loans in 1987–88 was only £14 million.
