§ Mr. NeubertI refer the hon. Gentleman to the statement made by my right hon. Friend the Chief Secretary to the Treasury during the public expenditure debate on 24 February 1988, at column 312. No evidence was submitted which related specifically to Scotland, although Scottish data were included in overall figures.
