(2) what form of transport was used for the carriage of highly enriched uranium from Oakridge, Tennessee, to the United Kingdom under the arrangement actuated in November 1988, under the provisions of the 1959 amendment to the 1958 Anglo-American mutual defence agreement on atomic energy matters.
