§ Mrs. RumboldThe terms of section 105 of the Education Reform Act, under which we shall pay grant to CTCs, lay down that a CTC should be situated in an urban area because it is there that the expectations of parents and pupils of the education system are furthest from fulfilment. However, CTCs will have lessons for all schools in combating underachievement, in establishing closer links with employers, in the use of information technology throughout the curriculum and in more effective school management.
