§ Mr. EggarWe have close and friendly relations with Japan. The late Emperor of Japan made a state visit to this country in 1971 and The Queen made a state visit to Japan in 1975. Members of successive Governments have been received by the late Emperor. In the light of all these factors we have decided it is right to be represented at the Emperor's funeral.
