To ask the Secretary of State for the Environment if he has initiated any evaluation of the eight-point plan put forward to halt the global warming greenhouse effect, presented by Dr. Robert Goodlad to the major project and the environment conference at the Royal Geographical Society on 14 November.

Most of the points raised by Dr. Goodlad have already been addressed in the Government's response to the Brundtland report, "Our Common Future" and in my noble Friend's message to the Toronto conference, "The Changing Atmosphere", copies of which have been placed in the Library of the House. The Government are giving full support to the UNEP/WMO inter-government panel on climate change, including leading the science review working group, as the most important means of seeking a way forward on an issue which must be tackled internationally.
