To ask the Secretary of State for Transport whether he intends to introduce legislation setting emission standards for vehicle exhausts at least as stringent as those prevailing in the United States for nitrogen oxides, carbon monoxide, hydrocarbon and particulates.

We shall be implementing the revised standards for all these pollutants recently agreed in the European Community. For large vehicles over 2,000 cc, the new limits are equivalent to United States standards. For cars under 2,000 cc, the standards are slightly less stringent. They will require the fitting of at least an oxidation catalyst to most cars. We believe that the Community, in adopting these standards, has struck the right balance between environmental, consumer and industrial concerns.
