§ Mr. SteelTo ask the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will make representations to the new President of Paraguay about the need for the forthcoming elections to (i) permit all political parties to participate, and (ii) provide sufficient time for parties other than the Government to organise and campaign.
§ Mr. WaldegraveOn 10 February, the Spanish ambassador in Asuncion expressed on behalf of the Twelve to the new Paraguayan Foreign Minister our hope that the necessary conditions would be created to permit a genuinely democratic process, and that the promised elections would include all the political forces in the country. We shall continue to encourage the Paraguayan authorities to facilitate conditions necessary for free and fair elections.
