§ Mr. WaldegraveIn 1986 EC member states agreed a series of measures against Libya including a ban on the export of arms and other military equipment; these are still in force. On 20 February 1989 the EC adopted a regulation controlling the export of eight chemical weapon precursors. Discussion continues among the Twelve about possible further measures to counter chemical weapon proliferation in Libya and elsewhere.
