[holding answer 20 February 1989]: The authorities which have used their financial reserves (1) to 734W support spending levels (2) above their grant related expenditure assessments in 1987–88 are given in list A and in 1988–89 are given in list B.

Note:

(1) Defined as use of balances and/or unallocated contributions from special and capital funds.
(2) Defined as the latest available "total expenditure" returned by authorities.
