§ Mr. Douglas HoggThe Prison department's race relations policy statement, and other guidance issued to governors, makes it abundantly clear that racist language and literature will not be tolerated. Any governor who becomes aware that racist literature is being circulated in his or her establishment would be expected, with the assistance of the establishment's race relations liaison officer, to ensure that the matter is fully investigated and that, wherever possible, those responsible for its circulation are identified and dealt with appropriately.
