To ask the Secretary of State for Health if he will give further details of the relationship between the new chief executive officer and the regions and districts as set out in the White Paper.

I have already indicated my intention to delegate to the chief executive the central management of the NHS. He will act within a framework of resources and policies set by Ministers, and will in turn be responsible for applying similar frameworks to regional health authorities and, through them, to districts.
