§ Mr. NichollsIn 1988 9.1 per cent. of workers whose pay was checked by visit were found to be underpaid. This cannot be taken as indicating the general level of compliance with wages council orders because the inspectorate concentrates its visits on establishments where underpayment is more likely to be found.
