To ask the Secretary of State for Social Security if he will make a statement on entitlement to(a) income support and (b) housing benefit for those in supported lodgings from April 1989.

From April 1989, those people in supported lodgings who are entitled to income support will receive housing benefit to help with their accommodation costs and normal income support (including any appropriate premiums) for other expenses. This change will mean that many supported lodgers will be better off, after meeting charges for accommodation and the provision of care, than under existing benefit arrangements. As at present, those in supported lodgings who are not eligible for income support, but who have low incomes, will be able to claim housing benefit to help with their accommodation costs.
