Mr. JacksonMy right hon. Friend has received some 140 formal responses to the White Paper, expressing a variety of views. It is for the persons and bodies who have responded to decide whether they wish to make their views available to the House. The responses have given us no reason to believe that our plans are not well-judged. We have had helpful views and suggestions on matters on which we particularly sought comment. We shall take these into account as we proceed in our discussions with financial institutions and other bodies to develop a top-up loans scheme for introduction in the autumn of 1990.
