§ Mr. TrippierThe Department has issued a set of ministerial guidelines to partnership and programme authorities to help them in the preparation of their inner area programmes. These stress that that the urban programme should not generally be used to fund projects which are eligible for assistance under other programmes but that it may be used to complement expenditure, for example, under the employment training scheme.
