To ask the Secretary of State for Employment if he will introduce legislative controls to make all water cooling plants subject to regular inspection and control.

Mr. Nicholls

Water cooling plants in workplaces are already subject to the provisions of the Health and Safety at Work etc. Act 1974, which places a responsibility on those in control of buildings and their engineering services to implement and monitor appropriate controls. Additionally, the Health and Safety Executive has issued guidance on these controls and inspectors monitor the performance of employers during routine inspections.
